Roscoe L. Hughes joined Norfolk State University in 2026 as the Offensive Coordinator and Quarterbacks Coach for the inaugural women’s flag football program, bringing extensive coaching experience in player development, offensive strategy, and mentorship.
Hughes arrives at Norfolk State with direct experience coaching girls’ flag football throughout the Hampton Roads area. He currently serves as head coach of the VA Lady Eagles Flag Football Program, working with female student-athletes while developing offensive and defensive game plans, coordinating practices and conditioning, evaluating player performance, and making game-day personnel and strategy adjustments.
Prior to his time with the Lady Eagles, Hughes coached with the Raptors Girls Flag Football Club in Hampton, where he worked with athletes ranging from ages 11 to 18. In that role, he focused on developing fundamental flag football skills, organizing drills and conditioning exercises, and providing position-specific instruction. He also assisted with play-calling, personnel decisions, and in-game adjustments while collaborating with the coaching staff on overall player development.
Hughes previously served as head coach of the Kappa Cardinals Football League from 2022-25, emphasizing fundamental skill development, teamwork, leadership, and academic responsibility. He also spent five seasons with the North Hampton Football Program from 2009-14 as an assistant coach and offensive coordinator. During his tenure, Hughes helped coordinate practices and conditioning programs, implemented offensive strategies, conducted position-specific training, and mentored athletes in leadership, discipline, and academic success.
Throughout his coaching career, Hughes has emphasized creating a positive and inclusive team culture while developing student-athletes both on and off the field. His experience with offensive game planning, play-calling, and player development provides a strong foundation as he helps build the Spartans’ women’s flag football program from its inaugural season.
A Norfolk State alumnus, Hughes earned his Bachelor of Arts in Political Science with a concentration in Public Administration in 2002. He is currently pursuing a Master of Healthcare Administration from Liberty University, with an expected graduation date of summer 2027.
Hughes holds certifications through USA Football and in CPR and First Aid, concussion awareness, and sports safety.
