NORFOLK, Va. – Former Norfolk State University standouts Kevin Talley (football) and David Kemboi (track & field/cross country) are among the five-member 2022 induction class for the MEAC Hall of Fame, the conference announced on Thursday.
Talley, a four-year letterwinner at NSU from 2001-04, led the country (Division I FCS) in total tackles for two straight seasons, with 195 as a junior in 2003 and 135 in just nine games as a senior in 2004. Talley's mark of 195 total tackles in 2003 still stands as an FCS single-season record. His per-game averages of 16.25 tackles (2003) and 15.0 (2004) rank as two of the top five seasons in Division I FCS history to this day.
Talley was a two-time FCS All-American, two-time Black College All-American and two-time All-MEAC first-team selection. As a senior in 2004, Talley earned first-team FCS accolades by The Sports Network and the Walter Camp Foundation, and second-team Associated Press honors. Also that year, Talley was selected Black College Defensive Player of the Year by Sheridan Broadcast Network (SBN).
Talley was the first Spartan football player to earn All-America honors at the FCS level. A 2019 NSU Athletics Hall of Fame inductee, Talley's career total of 416 tackles is third-best in MEAC history. Â
Kemboi spent just two seasons at Norfolk State, but he etched his name in the NSU and MEAC record books for years to come. Kemboi won MEAC MVP honors at all four running events in which he competed from 2005-07.
In 2005, Kemboi exploded on the scene by winning the MEAC men's cross country title in record fashion. His 8K time of 23:30 still stands as the top time in MEAC cross country history. NSU finished eighth at the NCAA Southeast Regional in 2005, the highest-ever team finish for an HBCU at the regional level in cross country.
Later that academic year, Kemboi was MEAC Indoor Co-Most Outstanding Performer and then duplicated that honor by winning Most Outstanding Performer honors at the outdoor track championship that same season. He led NSU to the yearly sweep of the MEAC running championships that season. In track, Kemboi won six MEAC titles (five individual, one relay) in 2006. He also set the MEAC outdoor 5,000 meter record in 2006 (13:58) which still stands to this day.
In the fall of 2006, Kemboi repeated as MEAC cross country champion to lead NSU to another team title. That season, he made more history by becoming the first MEAC athlete to ever earn qualification to the NCAA National Cross Country Championship.

Talley and Kemboi double NSU's contingent in the MEAC Hall of Fame. They join track Olympian Chris Brown (2009) and basketball star Kyle O'Quinn (2019) as Spartan inductees in the hall.
This year's class also includes former MEAC Commissioner Dr. Dennis Thomas, Howard basketball standout Saadia Doyle and Florida A&M softball coach Veronica Wiggins. The group will be honored during the 2022 MEAC Basketball Tournament in March.
